Contract No. GMS-CDC2-NCB-17-G-01: Supply 104 sets of Motorcycle


1.    The Royal Government of Cambodia (RGC) has received a Grant from the Asian Development Bank toward the cost of the Second Greater Mekong Sub-region Regional Communicable Diseases Control Project-Additional Financing (GMS-CDC2-AF), and intends to apply part of the proceeds of this Grant to payments under the contract for Supply 104 sets of Motorcycle, Bid No. GMS-CDC2-NCB-17-G-01.
2.    The Royal Government of Cambodia, Ministry of Health (MoH) represented by the Second Greater Mekong Sub-region Regional Communicable Diseases Control Project-Additional Financing (GMS-CDC2-AF) now invites sealed bids from eligible and qualified bidders for Supply 104 sets of Motorcycle.
3.    Procurement will be conducted through National Competitive Bidding Procedures and under the laws and regulations governing public procurement within the Kingdom of Cambodia.
4.    This invitation is open to all eligible bidders from eligible source countries as described in the Bidding Document.
5.    Interested eligible bidders may obtain further information from Ministry of Health, Second Greater Mekong Sub-region Regional Communicable Diseases Control Project (GMS-CDC2-AF) and inspect the Bidding Documents at the address given below from 13 October 2017 to 13 November 2017 from 07:30 a.m. to 12:00 pm. and 2:00 pm. to 5:30 pm.
6.    Qualification requirements include:
The documentary evidence of the Bidder’s qualifications to perform the contract if its bid is accepted shall establish to the Purchaser’s satisfaction:
   (a)    The Bidder shall furnish documentary evidence that its meets the following experience and financial requirements:
          (i)    that the Bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding three years of not less than 50% of the bid price in each contract.
         (ii)   that the Bidder has completed contracts in the total cumulative amount equal to at least two times the value of the bid price in the preceding two years.
        (iii)   that the Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least 3 years in the manufacturing of similar goods.
         (iv)    that the Bidder has availability of liquid assets through either:
                a.    access to a line of credit or cash in bank account of an amount at least 50% of the bid price, net of other contractual commitments; or
                 b.    credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.
   (b)    that, in the case of a Bidder not doing business within Cambodia, the Bidder is or will be (if awarded the contract) represented by an Agent in Cambodia equipped and able to carry out the Supplier’s maintenance, repair, and spare parts stocking obligations prescribed in the Conditions of Contract and/or Technical Specifications;
   (c)    that the Bidder gives to the Purchaser the authority to seek references from the Bidder’s bankers and
