Consulting Firm for Baseline and Midterm Evaluation Survey

The Government of Kingdom of Cambodia has received a Loan of SDR 15,012,000 from Asian Development Bank toward the cost of Cambodian component of the Greater Mekong Sub-Region Health Security Project (GMS HSP)
The overall Greater Mekong Sub-Region (GMS) Health Security Project covers 4 GMS countries including Cambodia, Lao PDR, Myanmar, and Viet Nam (CLMV). The project builds on previous and ongoing interventions focusing on communicable disease control (CDC) in these countries.
The key objective of the GMS HSP (CAM) is to expand surveillance and outbreak response systems, improve data management, shift from expanding laboratory services to improving laboratory quality and bio-safety, and add support for rolling out IPC (Infection Prevention and Control) to all hospitals in the 13 target provinces which border other Greater Mekong Sub-Region Countries.
The earlier ADB GMS projects on Communicable Diseases Control (CDC) have supported regional cooperation, equipped provincial health facilities, and focused on addressing single diseases (malaria, HIV/AIDS, and neglected tropical diseases). Building on the lessons learned from previous interventions, the GMS Health Security Project will focus on (i) overall health system strengthening, rather than concentrating on a single disease; (ii) streamlining support for regional cooperation with existing regional frameworks such as the APSED; (iii) supporting district health facilities close to remote populations rather than provincial health facilities; (iv) combining equipment investments with improvement of the quality of laboratory diagnostic and health services in the district hospitals; (v) focusing on MEVs; and (vi) uniting separate CDC health interventions on single diseases into one investment focusing on preventing and mitigating the risk of adverse public health events that endanger collective health.
The Ministry of Health now invites eligible and qualified firms (“Consultant”) to indicate their interest in providing the required Services. Interested Consultants should provide information demonstrating that they have the required essential qualifications and relevant experience to perform the Services.

Assignment Objectives
The MOH wishes to engage a consulting firm to undertake a Baseline and Mid-Term Survey in the 13 project targeted Provinces.
The project covers 13 provinces which include 50 Operational Districts (ODs).
The total population of the 13 project provinces (comprising of 50 ODs) is estimated at around 7,616,783.
The Baseline Survey will cover 3 provinces (Battambang, Banteay Meanchey and Pailin) out of the total project coverage of 13 provinces. The population of these 3 provinces is estimated at around 1,990,864. The sample size for the baseline survey to be estimated by the consulting firm and approved by the client
The Mid-Term Survey will cover all the 13 provinces under the coverage of the GMS HSP. The population of these 13 provinces is estimated at around 7,616,783. The sample size for the mid-term survey to be estimated by the consulting firm and approved by the client. Download
