Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF)

Contract No.: GMS-HSP-AF-NCB-G-01

1. The Kingdom of Cambodia has received a Loan from the Asian Development Bank toward the cost of the Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF), and it intends to apply part of the proceeds of this loan to payments under the Contract No. GMS-HSP-AF-NCB-G-01 for Supply of 58 units of Washing Machine.
2. The Kingdom of Cambodia, Ministry of Health (MoH) representing the Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF) now invites sealed bids from eligible and qualified bidders for the procurement of Supply of 58 units of Washing Machine.
3. Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of Asian Development Bank (ADB).
4. This invitation is open to all eligible bidders from eligible source countries as described in the Bidding Document.
5. Interested eligible bidders may obtain further information from Ministry of Health, Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF) and inspect the Bidding Documents at the address given below from 17th May 2022 to 14th June 2022 from 07:30 a.m. to 11:30 pm. and 2:00 pm. to 5:00 pm, Monday - Friday.
6. Qualification requirements include:
   (a)The Bidder shall furnish documentary evidence that it meets the following experience and financial requirements:
   (i)The bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding three years of not less than 50% of the bid price in each contract.
   (ii)The bidder has completed contracts in the total cumulative amount equal to at least two times the value of the bid price in the preceding five years.
   (iii)The Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least 3 years in the manufacturing of similar goods.
   (iv)The bidder has availability of liquid assets through either: i) access to a line of credit or cash in bank account of an amount at least at least 50% of the bid price, net of other contractual commitments; or ii) credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.
   (v)In the case of a Bidder not doing business within Cambodia, the Bidder is or will be (if awarded the contract) represented by an Agent in Cambodia equipped and able to carry out the Supplier’s maintenance, repair, and spare parts stocking obligations prescribed in the Conditions of Contract and/or Technical Specifications;
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a non-refundable fee of USD 35.00 or its equivalent in Cambodian Riel 145,250.00. The document will be issued through hand delivery (against cash payment) or sent by email in electronic form (against bank transfer) or as requested by the bidder. The method of payment will be in Cash or through Bank Transfer. The Bidding Documents may be collected in person at the discretion of the bidder. Other than payment of the non-refundable fee specified above, there shall be no other conditions for purchase of the bidding documents.
