Title: Oxygen Generator and Associated Accessory for 14 Hospital Locations.

Deadline for Submission of Bids: 3rd November 2022 at 10:00 AM (Cambodia Time)

1. The Kingdom of Cambodia has received financing from the Asian Development Bank (ADB) toward the cost of Greater Mekong Subregion Health Security Project Additional Financing, and it intends to apply part of the proceeds of this Grant to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. The Ministry of Health, Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF) (“the Purchaser”) invites sealed bids from eligible bidders for Supply, Installation and Commissioning of Oxygen Generator and Associated Accessory for 14 Hospital Locations.
3. Bidders must bid for all items, as further defined in the Bidding Document.
4. Only eligible Bidders with following key qualifications should participate in this bidding:
   The Bidder shall furnish documentary evidence that it meets the following experience and financial requirements:
   i.    that the Bidder has satisfactorily completed at least two (2) contracts for supply of similar goods/plant systems in the preceding five (5) years with each contract not less than USD 2,105,790
   ii.    that the Bidder has a Minimum Average Annual Turnover of USD 3,948,360, calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2019, 2020 and 2021).
   iii.    that the Bidder has Availability of or Access to Liquid Assets, Cash in Bank, Lines of Credit, and other finances sufficient to meet cash flow requirement which is USD 1,316,120.
   iv.    that the Manufacturer of the offered goods, if a different entity from the Bidder, has been in production at least 5 years, and the offered goods have been in satisfactory operation for a minimum 3 years.  
   v.    that, in the case of a Bidder not doing business within Cambodia, the Bidder is represented by a Qualified Agent in Cambodia equipped and able to carry out the Supplier’s warranty, maintenance, repairs, and spare parts stocking obligations prescribed in the Conditions of Contract and/or Technical Requirement;
