1. The Royal Government of Cambodia has received financing from the Asian Development Bank (ADB) toward the cost of Greater Mekong Subregion Health Security Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. The Ministry of Health, Greater Mekong Subregion Health Security Project (GMS-HSP) (“the Purchaser”) invites sealed bids from eligible bidders for:

Bidders may bid for one or both Lots, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Bid Submission Sheet.
3. Only eligible Bidders with following key qualifications should participate in this bidding:
The Bidder shall furnish documentary evidence that it meets the following experience and financial requirements:
    i. that the Bidder has satisfactorily completed at least one (1) contract for supply of similar goods in the preceding five (5) years of not less than USD 505,400 for Lot-1 and USD 316,100 for Lot-2.
    ii. that the Bidder has a Minimum Average Annual Turnover of USD 1,263,600 for Lot-1 and USD 790,400 for Lot-2, calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years.
    iii. that the Bidder has Availability of or Access to Liquid Assets, Lines of Credit, and other finances sufficient to meet cash flow requirement which is USD 315,900 for Lot-1 and USD 197,600 for Lot-2.
    iv. that the Manufacturer of the offered goods, if a different entity from the Bidder, has been in production at least 5 years, and the offered goods have been in satisfactory operation for a minimum 3 years.  
    v. that, in the case of a Bidder not doing business within Cambodia, the Bidder is represented by a Qualified Agent in Cambodia equipped and able to carry out the Supplier’s warranty, maintenance, repair, and spare parts stocking obligations prescribed in the Conditions of Contract and/or Technical Specifications;
4. International Competitive Bidding will be conducted in accordance with ADB’s Single Stage: One Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document. Download
