  • Cumulative EA expenditures
  • The project received approvals on DSA and operating costs from ADB on 2 October 2017 and from MEF on 10 January 2018.

    The first Annual Operation Plan (AOP) 2017-2018 in the amount of US$ 5,124,915 was approved on 6 September 2017. The AOP 2017-2018 was revised using the approved DSA and operating costs and was approved by ADB on 12 March 2018 in the amount of US$ 4,711,963. Subsequently, the AOP was revised again at the end of quarter 2, 2018 to adjust the unspent amount in quarter1, 2018. The total AOP 2017-2018 amount was reduced from US$ 4,711,963 to US$ 3,896,681.

    The annual contract awards for the year ended 31 December 2018 is US$ 2.00 million, equivalent to 45% of its projection.

    The project has expended US$ 19,446.74 in 2017 and US$ 2.56 million, equivalent to 66% of the annual budget 2018. The total cumulative expenses of the project as of 31 December 2018 is US$ 2.58 million.

    For the year ended 31 December 2018, the project has disbursed US$ 1.56 million (US$1.27 million in quarter 4), equivalent to 69% of the annual projection. The project has submitted 7 withdrawal applications, 2 direct payments and 5 replenishments.

    • Progress by Outputs

    The cumulative physical progress as of 31 December 2018 is 25.40% compared with 30% of the project elapsed period (counted from the date of receipt the advance deposit).

    Regional cooperation

    In 2018, Cambodia hosted 2 regional events with total participants 141 (Female: 38) from Cambodia, Lao PDR, Myanmar, WHO and other development partners:

    • Regional workshop on Laboratory Quality and Bio-safety: Some key follow up activities were suggested during the workshop such as (i) operationalize laboratory working group to facilitate the implementation of the action points, (ii) Organizing the follow up workshop to discuss the successes, issues and subsequent stage of development, (iii) Review of operational procedures to ensure each county is aware of their total healthcare legislation and mechanisms.
    • Regional workshop on Prevention of Nosocomial Infection: At the end of the workshop countries have identified approaches and defined 3 actions for improving the preventing Nosocomial Infection such as (i) Long term processional training on IPC at least 2 staff of each GMS country to be supported directly by ADB Grant, (ii) Develop regional case definition and share procedure to conduct routine surveillance of Nosocomial Infection, (iii) Establishing a regional network to share information regarding to IPC.   • Cumulative EA expenditures
  • The project has received initial advance US$ 1.5 million from ADB on 20 July 2017. The annual operation plan 2017-2018 was approved in September 2017; in which, amount US$ 19,446.74 has been expended as at 31 December 2017. The project received approval on DSA and operating costs from ADB on 2 October 2017 and received an approval from MEF in January 2018.

    The contract Awards and commitments for the quarter ended 30 September 2018 indicates US$ 0.36 million, equivalent to 32% of Q3, 2018 projection. Cumulative for the year to 30 September 2018 shows US$ 1.03 million, equivalent to 23% compare to the annual projected contract awards. Cumulative expenditures for the year to 30 September 2018 is US$ 1.31 million which is equal to 28% compares to the annual budget.

    • Progress by Outputs

    The physical progress includes achievement in this quarter is increased to 20.70% compares with 25% of the project elapse period (Counted from the date of receipt the advance deposit).

    In total for Q3-2018, Cambodia attended and hosted regional 7 regional and cross border collaboration activities. Cambodia hosted 2 regional and cross border collaboration events during this quarter (1). Regional workshop on laboratory quality and biosafety was conducted in 14-15 August 2018 with total participations 78 (F:23) from Cambodia, Myanmar, Lao PDR, and other development partners such as WHO, Institut Pasteur du Cambodge (IPC) and US-CDC, (2). Cross border workshop for southern cluster provinces between Cambodia and Vietnam organized by Kandal provinces in Diamond hotel, Kampot with total participant 43 (F:7). Cambodia also attended the regional and cross border collaboration activities such as (1) 3 participants (F:1) attended regional meeting on Anti-microbial resistance in Yangon, Myanmar on 3-4 September 2018, (2) on 20-21 September 2018, 3 participants (F:1) joint the regional workshop on quarantine service in Bagan, Myanmar, (3) On 29-30 August 2018, Cambodia participated cross border central cluster provinces with Lao PDR and Vietnam in Pakse, Champasack Province, Lao PDR. The total participants is 5 (F:1), (4) There was a joint simulation exercise workshop on Avian Influenza in Pakse, Champasack province, Lao PDR which participated by 3 Cambodia participants (F:1), and (5) GMS Health cooperation and round table discussion on migrant health financing in Bankok, Thailand participated by Dr. Lo Veasnakiry, Project Coordinator and Dr. Ly Sovann, Project Manager for GMS Health Security Project.     -        Regional cooperation and CDC in border areas improved

    In Q1-2018, Cambodia team has attended 1 regional events organized by ADB. Dr. Lo Veasnakiry project coordinator, country focal person of GMS working group on health cooperation attended 6th GMS submit in Hanoi, Vietnam from 29-31 March 2018 by using funding support from GMS health security project.

    In Q2-2018, Cambodia attended 4 regional events organized by ADB and Myanmar in Q2-2018. (1) Dr. Lo Veasnakiry, Project Coordinator participate GMS Health Cooperation Writeshop organized by ADB on 23-25 April 2018 in Bangkok, (2) Project Manager meeting was organized on 10-11 May 2018 in Yangon, Myanmar with 5 participants (F:1) from Cambodia, (3) 4 delegates (F:2) joint regional workshop on laboratory on laboratory services and infection prevention control organized by ADB on 4-5 June in Mandalay, Myanmar, and (4) On 12-13 June 2018, 9 participants (F:2) attended Joint Simulation Exercise and cross border information sharing workshop which organized by ADB in Siem Reap province.

    Cambodia agreed to prepare ToR for Regional Steering Committee based on lessons learnt from previous project (GMS CDC2) to be circulated for comments from LMV countries and ADB in Q3.

    Purpose of Summary
    The workshop facilitated crucial and engaging outputs with respect to laboratory quality and biosafety at regional and national levels. It is important to ensure that these insights and action points are not forgotten and left buried in the workshop report. In order to facilitate meaningful action this summary synopsis provides a clear and concise overview of the key outputs: common challenges, recommended action points, and follow up activities. It is intended as a piece of knowledge sharing material and is a partner piece to the report.

    Workshop Overview

    Event: Greater Mekong Subregion Health Security Project Workshop
    Focus: Regional Workshop on Laboratory Quality and Bio-Safety (RWLQB)
    Date: Tuesday 14th – Wednesday 15th August 2018
    Location: Angkor Paradise, Siem Reap, Cambodia
    Attendance: The workshop was attended by delegates and health care directors representing Cambodia, Lao PDR, and Myanmar, alongside representatives from healthcare and development bodies including ADB, WHO, IPC and USCDC.
    Remit: Working to the principles of the Health Security project, the overall objective was to improve the quality and bio-safety of laboratory services in the GMS region. In particular at district and provincial health levels to bolster service capacity for diagnosis, response, and treatment of infectious diseases and other public health threats.
    Specific Objectives:
    1) Networking and sharing information on laboratory quality, biosafety and
    bio risk management in the region.
    2) Identity and assess the priority biosafety gaps and challenges in the
    countries (shared assessment findings).
    3) Promote animal and human health interface in biosafety and health
    security measures.
    4) Identify key activities and strategies to promote biosafety and quality
    laboratory services.

    -        Regional cooperation and CDC in border areas improved

    Cambodia team has attended 1 regional events organized by ADB. Dr. Lo Veasnakiry project coordinator, country focal person of GMS working group on health cooperation attended 6th GMS submit in Hanoi, Vietnam from 29-31 March 2018 by using funding support from GMS health security project.

    Project Management Unit conducted 2 dissemination workshops during quarter 1 of 2018. The objectives of these two workshop are to share with local authorities and development partners on the project implementation plan and mechanism of local authorities and partners to support in rolling out the project. The first workshop was organized in Battambang province on 12th February 2018 with participants from 7 provinces (Battambang, Banteay Meanchey, Pailin, Preah Vihear, Stung Treng, Ratanakiri and Mondulkiri) in total participant 92 (Female: 15). The second workshop was organized in Kep province on 2nd March 2018 with participants from 6 provinces (Kampot, Kandal, Prey Veng, Svay Rieng,Tbong Khmum and Kratie) in total participant 90 (Female: 18).

    On 5-6 March 2018, Project Management Unit conducted Financial Management Procedure and Planning workshop in Phnom Penh with total participant 84 (Female: 18). The objectives of the workshop are (i) to introduce new financial management procedures for implementing GMS Health Security Project; (ii) to discuss on key activities to be implemented for achieving project indicators in 2018; (iii) to revise annual operational plan (AOP) for 2018.

    The loan agreement was sign on 14 December 2016 and the project effective was on 24-January 2017. The Project Advance Account and Counterpart Fund Account were established on 24 May 2017 and 15 June 2017 respectively. ADB made an initial deposit with the amount of US$ 1,500,000 on 20 July 2017 and Government made deposit with the amount of US$ 100,000 in November 2017.
    Cumulative EA expenditures
    The project has received initial advance US$ 1.5 million from ADB on 20 July 2017. The annual operation plan 2017-2018 was approved in September 2017; in which, amount US$ 19,446.74 has been expended as at 31 December 2017. The project received approval on DSA and operating costs from ADB on 2 October 2017 and expect to get approval from MEF in January 2018. Based on the approved rates, the project will fully implement the activities from February 2018.
    Contract Awards and commitments as at quarter ended 31 December 2017 indicates US$ 0.11 million, equivalent 36%, compare to projected amount US$ 0.3million. Disbursement as at 31 December 2017 shows US$1.5 million and 0.01 million, equivalent to 100% and 100% of current year projection for Asian Development Bank and Royal Government of Cambodia, respectively.
    Progress by Outputs
    The overall physical progress from June to December 2017 is 7.7% compare with 10% of the project elapse period (Counted from the date of receipt the advance deposit).

    -Regional cooperation and CDC in border areas improved
    Cambodia team has attended 4 regional events organized by ADB. (1). Extraordinary meeting of the GMS working group on Human Resource Development in Bangkok, Thailand on 4 July 2017. (2). Regional Meeting on Strengthening Health Cooperation in the GMS and Launching of the GMS Health Security Project on 5-6 July 2017 in Bangkok, Thailand.(3). First regional project manager meeting of GMS Health Security Project on 11-12 December 2017 in Luang Prabang, Lao PDR. (4). First meeting of the GMS Working Group on Health Cooperation (WGHC) on 13-14 December 2017.
    -National disease surveillance and outbreak response systems strengthened
    The GMS Health Security Project continue to support knowledge management activities to improve the capacity and sustain its functional activities for the benefits of communicable diseases prevention and response. The CDCD website and other supported its functionality including maintenance, data collection, data analysis, uploading information (documents, real-time outbreak events and health educations), and information sharing are being supported by the Project. The project also established web pages for Health Security Project under CDC website for sharing information related to the project to the public. Project documents, project events, lesson learnt from CDC2 project, project location and map, procurement notices/contract awards and job announcement of the project consultants were uploaded to the project website during 2017.
