Recruitment the Individual Consultant for the position of Project Completion Report (PCR)

The Kingdom of Cambodia has received a Loan and Grant from Asian Development Bank toward the cost of Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF), the project will engage an experienced Project Completion Report Consultant to prepare Implementation Completion Report of HSP, HSP-AF Project that will be closed on 31 December 2026. The report shall be prepared in line with the requirements of the Ministry of Health and ADB in order to measure the achievements of the project’s implementation.

1. Project Completion Report (1 Position, National)
   Key Responsibilities:
   • Review all relevant project documents such as RRP, DMF, loan/grant agreements, AWPB, progress reports, aide-memoires, safeguard documents, Gender Action Plan (GAP), Ethnic Group Development Plan (EGDP), Financial Management Action Plan (FMAP), audit reports, and monitoring & evaluation data;
   • Assess the involvement, contribution, and attribution of Ministry of Health (MoH) and ADB in the process of project’s design;
   • Assess the efficiency performance of project management and implementation, compliance with ADB’s guidelines, policies, practices, procedures, and loan covenants, and evaluate project costs, disbursements, and institutional improvements;
   • Assess the outcome of the project against the agreed objectives by evaluating achievement of targets and benchmarking the impact on health status and CDC practices;
   • Assess the performance of consultants, contractors, and suppliers with respect to services, construction, supply, delivery, and installation;
   • Recommend any other steps to improve and ensure the project’s sustainable operation and arrangement for succeeding project(s);
   • The Consultant shall carry out the assignment in close coordination with the PMU’s consultants, the Consulting Firm responsible for conducting the project's endline survey, MOH, IAs and other stakeholders to collect completion data; and
   • Prepare the PCR, ensuring alignment with ADB’s reporting standards and incorporating all stakeholder inputs.
