  1. The Kingdom of Cambodia has received a Loan and Grant from the Asian Development Bank toward the cost of the Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF), and it intends to apply part of the proceeds of this grant to payments under the Contract No. GMS/HSP/AF/NCB/G/04-Rebid2, Ambulance 14 units.
  2. The Kingdom of Cambodia, Ministry of Health (MoH) representing the Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF) now invites sealed bids from eligible and qualified bidders for the procurement of Ambulance 14 units.
  3. Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of Asian Development Bank (ADB).
  4. This invitation is open to all eligible bidders from eligible source countries as described in the Bidding Document.
  5. Interested eligible bidders may obtain further information from Ministry of Health, Greater Mekong Subregion Health Security Project Additional Financing (GMS-HSP-AF) and inspect the Bidding Documents at the address given below from 12th October 2023 to 12th November 2023 from 07:30 a.m. to 11:30 pm. and 2:00 pm. to 5:00 pm, Monday - Friday.
  6. Qualification requirements include:
    1. The Bidder shall furnish documentary evidence that it meets the following experience and financial requirements:
      1. The bidder has satisfactorily completed at least one contract for supply of similar goods in the preceding five years of not less than 50% of the bid price in each contract.
      2. The bidder has completed contracts in the total cumulative amount equal to at least two times the value of the bid price in the preceding two years.
      3. The Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least 3 years in the manufacturing of similar goods.
      4. The bidder has availability of liquid assets through either: i) access to a line of credit or cash in bank account of an amount at least 50% of the bid price, net of other contractual commitments; or ii) credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.
      5. In the case of a Bidder not doing business within Cambodia, the Bidder is or will be (if awarded the contract) represented by an Agent in Cambodia equipped and able to carry out the Supplier’s maintenance, repair, and spare parts stocking obligations prescribed in the Conditions of Contract and/or Technical Specifications;
